Strengthening Public Mobility Rights: Support for the Revitalization of Bus and Terminal Services

The Ministry of Land, Infrastructure, and Transport (Minister Park Sang-woo) has announced the finalization of the revision of subordinate regulations under the Passenger Transport Service Act to support the revitalization of bus and terminal services facing difficulties, especially after the challenges posed by COVID-19.

  • The revised regulations, including the Passenger Transport Service Act Enforcement Decree, Enforcement Rules, and Terminal Rules, will come into effect on different dates: Enforcement Decree on January 15, 2024, and Enforcement Rules and Terminal Rules on December 21, 2023.

Key points of the revision are as follows:

  1. Addressing Challenges Post-COVID-19:
    • To alleviate concerns about reduced operations, the validity period (service life) of certain intercity and airport bus vehicles that have passed safety inspections will be extended by one year for vehicles whose service life expires between July 1, 2023, and December 31, 2025.
    • Recognizing the decrease in on-site ticketing at terminals, the minimum number of manned ticket counters will be reduced, and the ratio of unmanned ticketing machines recognized as manned ticketing will be increased. Criteria for terminal dispatch offices will also be relaxed, given that scheduling tasks are increasingly conducted online.
  2. Improving Regulations for Better Services and Convenience:
    • Relaxing cargo transport standards on buses to the level of postal service standards (e.g., weight limit from 20kg to 30kg, sum of length, width, and height from 102.6cm to 160cm).
    • Easing restrictions on the installation of overnight parking facilities for buses in urban areas, allowing for installations in adjacent administrative areas.
    • Rationalizing the operational range of express buses in the metropolitan area to support alleviating commuting issues. The calculation of the operational distance for express buses (maximum 50km) will exclude temporary entry into other administrative areas without stopping at bus stops on highways.
  3. Improving Conditions for Transportation Workers:
    • Streamlining the application process for driver's license exams.
    • Introducing mobile transport worker qualifications.
    • Relaxing service life regulations for private cars used primarily for student commuting compared to business vehicles, considering their shorter travel distances.

The Ministry emphasizes its commitment to further improving regulations in response to challenges in the bus and terminal industry and ensuring the public's right to mobility is not compromised.

Note: The term "intercity" refers to long-distance or regional bus services.
